To get the Divine Storm rune in WoW (Season of Discovery), you need to complete a chain of quests.

This includes Advice From Stormwind, A Second Opinion, Earning Your Salt, It Must Be Destroyed, and Return to Delgren.

Divine Storm rune location in WoW:

Go to the Tower of Althalaxx in Northern Darkshore and click on the orb at the top of it.
Talk to Delgren the Purifier in Maestra’s Post in Ashenvale to start the quest, Advice From Stormwind.
Submit this quest to Katherine the Pure to start the quest, A Second Opinion.
Talk to Ursula Deline in the Stormwind Mage Quarters to get the quest, Earning Your Salt.
Defeat Blackrock Summoner in Redridge Mountains until you’ve looted 14 Summoner’s Salt.
Submit the quest at Stormwind to get the quest, It Must Be Destroyed.
Go to Demon Fall Canyon in Ashenvale and defeat Searing Infernal, Felguard, and Mannoroc Lasher until you’ve looted 12 Mote of Mannoroth.
At 89, 77, find Mannoroth’s weapons. Click on the circle under the weapons, and a broken orb will drop. Interact with it to start the final quest, Return to Delgren.
Once you’ve completed the quest, you’ll get the Rune.

Description: An instant weapon attack that causes 110% of weapon damage to up to 4 enemies within 8 yards.

The Divine Storm heals up to 3 party or raid members totaling 25% of the damage caused.
