Here is a list of known fixes from the Starfield community:
- Fix 1: The ship you’re creating is at a higher class than your low level reactor. You need a stronger reactor, Habs, and Storage. To build a Class C Ship (highest class) and a powerful reactor, level up Piloting to level 4. To do this, join Vanguard in New Atlantis and replay Flight Simulator multiple times. - Fix 2: From best to worst it’s C class (best), B class, A class (worst). Other starship modules are reliant on what class your reactor is. For example, if your reactor is B class, you can only have B or A class modules on it (source: suckmywigglypiggly on Reddit).
- Fix 3: A, B, C is based on your reactor. If you have an A reactor, you can only have A parts. If you have a B reactor you can only have A or B ship parts. If you have a C reactor, you can have A, B, or C ship parts (source: Sweqly on Reddit).
